本片根据五十岚贯久同名小说改编。 所谓交涉人（谈判者），即指通过掌握犯罪分子的心理，用谈判的形式与罪犯周旋，以解决案件的警种。为了对抗日益严重的欧美式犯罪，日本警视厅增设了交涉人这一部门。石田修平（三上博史）就是一名交涉人，他曾在FBI供职，具有丰富的破案经验，与美丽的女探员远野麻衣子（鹤田真由）为师徒关系，然两人默契的合作却遭到同事的猜疑和诽谤。远野因此丢到交涉人的职务，蜷居资料室中。 某天三名罪犯闯入总合医院，劫持47名人质。籍由此案，石田和远野这对阔别已久的搭档再次走到一起……。元初城游神卫？天妖门？灭妖会？煞？ 东宁府大战之后，孟川上元初山之前，谜题能否揭晓——。When Isabella Tree and her husband arrived at the rural estate they had inherited and saw the vast swathes of farmland that came with it, they immediately saw how sick the land was—entire habitats destroyed, bird and plant species gone extinct, fields saturated with chemicals.
