Average Texas teen, Billie Jean Davy, is caught up in an odd fight for justice. She is usually followed and harrased around by local boys, who, one day, decide to trash her brother's scooter for fun. The boys' father refuses to pay them back the price of the scooter. The fight for "fair is fair" takes the teens around the state and produces an unlikely hero.。二十年代末，上海公共租界巡捕探长方鹏因系列连环凶杀案，卷进了一个复杂的案件之中。国民政府实业部长孔培之派心腹手下杜鹃深入上海滩，企图破坏刚刚由地质学家萧安邦领导的铁矿开采计划，意图囤积居奇，抬高铁矿价格，达到中饱私囊的目的。不料，这个大铁矿的发现引起了英、美、日等多国列强的垂涎，各方不择手段，企图夺取铁矿开采权。方鹏抽丝剥茧，逐渐找到意图夺取铁矿的最大黑手原来是日本人。最终方鹏在钱菲菲等一群爱国志士的帮助下，揪出了中饱私囊的孔培之，击杀了实为日本人的杜鹃，保护住了铁矿。。
