From police and politicians to industrialists and a common man, the film will explore corruption in all spheres.。工廠妹美芳（胡錦）因貪慕虛榮而墮落，陷入販毒集團魔掌中，後拍得毒販集團的罪證照片，想以此要脅脫身，反遭殺害滅口，死前偷偷將底片藏於的士司機陳堅（秦祥林）駕駛的車內。堅無端被毒販爪牙阿坤（陳元龍，即成龍）等歹徒不斷追蹤逼迫，為此大感惶恐。芳的妹妹美華（林秀，即元秋）出現，表明警察身份，兩人從販毒頭子的情婦（貝蒂）口中得知芳遇害的真相後，通知警方，加上一眾的士司機仗義空群而出，合力將販毒集團搗破。 同出元家班的成龍大哥與以飾演「包租婆」爆紅的元秋，在這部早年主演的作品中，師姐弟二人的角色一正一邪，同時大顯身手。文藝小生秦祥林的動作亦毫不遜色，連場精彩打鬥場面，由成龍兼任武術指導及演出。。
